Sveiks and hello,

The first Open House/Public Comment meeting was held by Sound Transit this week. There are 3 more next week at a variety of locations listed below, the first being at the Northgate Community Center. While the collective LBVS and Church boards continue to work on our joint formal response to the Sound Transit DEIS (Draft Environmental Impact Study), the Boards would like to see a show of support from the Latvian and Baltic communities at these Open Houses/Public Hearings and encourage all community members to submit their comments on the DEIS.

The Open House format allows community members to ask questions of Sound Transit staff and board members starting at 5:30 until 8:00. At 6:00 the spoken comment/public hearing session begins and those who sign up can present their comments and have them recorded by a court reporter. They do not answer or address any questions posed during the public hearing session, The answers to any question posed in the public hearing session will only appear in the Final DEIS – much too late to do any good. So if you have any questions you can try to corner the various representatives from Sound Transit at the Open House portion. Written comments may be completed on provided forms throughout the duration of the Open House and may be placed in drop boxes.

Community member responses SHOULD emphasize your personal connection to and experiences at the Latvian Evangelical Lutheran Church and Center, and SHOULD emphasize that eliminating this community gathering place is unacceptable. Community member responses SHOULD NOT, at this point, weigh in on whether an elevated or at grade option is preferable.

Next Open House Meetings:

Tuesday, August 20, 2013 from 5:30 pm – 8:00 pm
Northgate Community Center, Gymnasium
10510 5th Ave NE, Seattle

Wednesday, August 21, 2013 from 5:30 pm – 8:00 pm

Attention all Estonians, Latvians, Lithuanians!

Seattle Latvian Center in Peril

As many of you may know, Sound Transit is planning to run a light rail line from Northgate to Lynnwood. The present plan is to run the line in the narrow space between I-5 and the Latvian Center. This plan is likely to cause partial or complete loss of the Latvian Center, with a profound effect on all three of our communities and the Baltic Studies Program at the University of Washington.

The project is currently in preliminary design phase and the Environmental Impact Statement (EIS) is in preparation. Construction is expected to begin in three or four years, but the plans are being written NOW.

The Latvian Center leadership already has had several meetings with Sound Transit on this issue. Recognizing the seriousness of how this project may impact the Estonian, Latvian and Lithuanian communities, Sound Transit has offered to hold a special open meeting with everyone in our community. The purpose of the meeting would be to present information and to listen to everyone’s comments and concerns.

This meeting is scheduled at 7:00 PM, on Thursday, July 18th, at the Seattle Latvian Center, 11710 3rd Ave NE, Seattle, WA.

The Center leadership urges everyone to attend — especially younger people. We need as many people at this meeting as possible. As in all public affairs, the larger the number of participants, the bigger the impact.

Please forward this message to all Estonians, Latvians and Lithuanians that you know — especially those in Western Washington who might be able to attend.
